Miliband is anti-Commonwealth

The British government is axing its Commonwealth scholarship program for students from Canada and several other countries - a move advocates say is shortsighted.
Instead, Britain will focus on funding awards for scholars from countries such as China and India, which it considers more important to its "foreign policy success."
This decision originated in David Miliband's office, the British Secretary of State for Foreign and Commonwealth Affairs. Other countries excluded from this scholarship program are Bahamas, Brunei, Cyprus, Malta, New Zealand and Singapore. Why New Zealand, and not Australia?
I can see the focus on India, but since when is China a member of the Commonwealth? I suppose Miliband simply wants to ensure that Britain has a steady supply of anti-freeze toothpaste.
